For Medium Density Fibreboard, certification depends on where the panel is sold and how it will be used. In the U.S., TSCA Title VI sets formaldehyde limits at 0.11 ppm for MDF and 0.13 ppm for thin MDF, supported by third-party certification, routine factory testing and quarterly testing. CARB Phase 2 uses the same numerical limits. FSC and PEFC deal with forest-material traceability rather than MDF strength or emissions. European specifications often reference EN 622 requirements alongside formaldehyde and mechanical testing. A buyer should therefore check the standard, factory, product grade, test method, certificate scope and production records rather than relying on certification logos alone.

MDF certification starts with the destination market because the same 18 mm board may face different documentation requirements in the U.S., Europe or another export market. Under U.S. EPA rules, MDF is one of the regulated composite wood products covered by TSCA Title VI. The federal emission ceiling is 0.11 ppm for standard MDF and 0.13 ppm for thin MDF, compared with 0.09 ppm for particleboard and 0.05 ppm for hardwood plywood. EPA guidance issued for the rule also requires covered panels to be certified by an EPA-recognized Third-Party Certifier unless a specified exemption applies.

Those emission numbers are only one part of compliance. Since 2017, the EPA framework has required routine quality-control testing and quarterly verification testing for regulated panel production. Panels also need identifying information such as the producer, lot number, TPC number and a TSCA Title VI compliance statement, while relevant mill records generally have to be kept for 3 years. A purchasing file should therefore connect a shipment with the producing mill, product grade, lot information and current certification instead of containing only a laboratory report from an unspecified production run.

CARB Phase 2 remains common wording in MDF quotations because California's formaldehyde program established the same 0.11 ppm limit for MDF and 0.13 ppm for thin MDF later used under the federal program. EPA guidance confirms that the federal limits are identical to the California emission limits. For material entering the U.S., however, purchasers should check TSCA Title VI compliance rather than assuming that the phrase “CARB compliant” alone covers every federal documentation requirement. After the federal transition period ended in 2019, TSCA Title VI became the normal federal reference for covered composite wood products entering U.S. commerce.

The testing method matters almost as much as the stated emission class. Formaldehyde results may be reported in ppm, mg/m³ or mg/100 g depending on the standard and test procedure, so two numbers cannot always be compared side by side. A report should identify the method, specimen thickness, conditioning conditions, sampling date and measured result. For U.S. compliance programs, EPA documentation refers to approved chamber-based methods and prescribed quality-control procedures. A claim such as “low-emission MDF” carries far less technical information than a 2026 report showing the exact product, method, unit and measured emission level.

The same caution applies to labels such as E1, E0, NAF and ULEF. E1 is associated with formaldehyde classification systems used in European panel specifications, while “E0” is used commercially in several markets but does not always describe one globally uniform test method. NAF refers to no-added-formaldehyde resin systems, and ULEF refers to ultra-low-emitting formaldehyde resin systems under EPA terminology. EPA rules allow qualifying NAF- or ULEF-based products to receive reduced testing or limited third-party certification exemptions when the regulatory conditions are met, so the resin declaration and regulatory status should be reviewed together.

Performance certification then becomes relevant because low emissions do not tell a furniture maker how a panel behaves during machining or service. MDF specifications commonly cover density, bending strength, modulus of elasticity, internal bond strength, moisture content and thickness swelling. A standard 18 mm furniture panel can pass an emission requirement yet still be unsuitable for a humid interior if its swelling performance does not meet the required grade. European fibreboard specifications have been developed through the EN 622 series, with different requirements depending on dry, humid, general-purpose or load-bearing applications.

A useful purchasing comparison can separate the documents by what they actually cover:

This separation prevents a common purchasing error: treating one certificate as proof of unrelated properties. FSC Chain of Custody, for example, covers sourcing, processing, labelling and sale of forest-based products under FSC requirements. Version 3-1 of FSC-STD-40-004 became effective on September 1, 2021. It does not certify that an MDF panel emits less than 0.11 ppm formaldehyde or that an 18 mm board meets a certain bending-strength specification. Those claims need their own test or regulatory documentation.

PEFC works in a similar area but under a separate certification system. PEFC ST 2002:2020 was approved on January 17, 2020 and entered into force on February 14, 2020. It sets Chain of Custody requirements for forest- and tree-based products and describes the conditions an organization must meet for PEFC certification. PEFC documentation therefore helps a buyer establish the status of forest-based inputs and product claims, while MDF emission, moisture and strength requirements still need separate records.

ISO 9001 should also be read within its proper scope. A manufacturer operating an ISO 9001 quality-management system may have documented procedures for incoming materials, production checks, calibration, nonconforming goods and corrective work. That can improve consistency across large orders, but an ISO certificate does not state that every 12 mm, 15 mm or 18 mm MDF panel meets a particular formaldehyde or swelling limit. Buyers still need product-specific records, especially when several board grades are produced on the same line during a 2026 purchasing program.

Laboratory reports add another level of detail, although a single test should not be confused with ongoing product certification. A useful report identifies the mill, panel description, nominal thickness, specimen conditioning, test standard, test date, test result and unit. If a supplier offers 6 mm, 9 mm, 12 mm, 15 mm and 18 mm MDF, a report for one thickness should not automatically be assumed to describe every thickness or resin formulation. Production changes in resin dosage, fibre furnish, press temperature or board density can affect formaldehyde and physical properties.

For larger contracts, lot-level checking gives buyers more usable information than collecting more certificates. A purchase specification can state an 18 mm thickness, density range, moisture-resistant grade, TSCA Title VI status, required FSC or PEFC claim and the mechanical test standard. It can also state which documents must travel with the shipment. EPA's 3-year recordkeeping requirement shows why lot and production information matter in regulated U.S. supply: the documentation has to remain connected with production and commercial records rather than existing as an isolated test PDF.

A broad panel supplier may manufacture several product families, but each family still needs the documents that apply to its use. MDF used for cabinetry is checked differently from Film Faced Plywood used in concrete formwork, even when both products come from the same supplier. The MDF file may focus on formaldehyde, density, internal bond and swelling, while a plywood file may focus on veneer structure, bonding performance, panel thickness and repeated formwork use. A 30-year export history does not replace product-level test records for the current order.

Certificate scope deserves the same attention as the certificate name. FSC states that its Chain of Custody standard applies to sourcing, processing, labelling and sale of certified forest-based products, and the applicable requirements depend on the scope of the certificate. A buyer should match the legal company name, manufacturing site and product group shown in the certification database with the commercial documents supplied for the order. A valid certificate held by one site in 2026 does not automatically cover every product made or traded by another site.

The production date also matters because an old report may describe a formulation that is no longer being used. Resin suppliers, fibre sources and manufacturing settings can change between 2022 and 2026. For recurring MDF orders, recent test reports are more useful when they are reviewed together with production control records and third-party certification status. A buyer ordering several containers each month can request current reports at agreed intervals rather than accepting the same laboratory document year after year.

Documentation should finally match the end use. Indoor furniture supplied to the U.S. places formaldehyde compliance near the front of the specification, while a humid-service interior panel also needs suitable swelling and mechanical performance. A project requiring certified forest sourcing adds FSC or PEFC Chain of Custody requirements. When all three areas apply, the purchasing file may contain a TSCA Title VI record, an applicable mechanical test report and a current Chain of Custody certificate. None of the three documents serves the same purpose, even when the MDF comes from one mill and one 2026 production lot.
